Which means pulse weapons are not Gene

When the combine invaded
They first invaded New Mexico and then went to Mexico
And then they started sending out forces into America and some in Brazil
Once the combine made their way into the whole Earth
They started taking over cities
Making them for residents and civilians
Such as 17 is in construction right now the Citadel is under construction
Which means civilians do not have to wear the blue clothing they can wear their regular civilian clothing

City 17 and much others are the last Urban remaining centers

Rebels have taken over and some areas
Such as the outlands
